General Lee and General Grant sparred in Virginia in one of the bloodiest phases of the war, causing Northerners to describe Grant as a butcher. Assess Grant''s actions in terms of "bleeding the south to death" through a war of attrition. 4. Discuss and support your conclusions about whether the Executive or the Legislative branch of government should have been responsible for oversight of Reconstruction. 5. Some historians have criticized the corruption in Southern governments during the Reconstruction Era. Support your conclusions about whether this is a valid charge.
