After the attacks on the World Trade Center, Pentagon, and the violent crash of the airliner in the field of Pennsylvania, the United State has turned up the heat on radical Islamic jihadist terrorist all across the world. The United States had to come to grips with its own infrastructure and the secrecy within the law enforcement and intelligence agencies both federal, state and locally. The FBI was once the only federal law enforcement body to investigate crimes inside the USA and terrorism threat aboard , after world war two, President Roosevelt order FBI director J Edgar Hoover to relinquish foreign intelligence to the newly formed CIA. Over the years the federal government realizes the FBI and CIA needed each other to protect the country. In 1986 congress authorized the FBI to investigate Terrorist, and former president George H.W. Bush and headed a task force to endorse the concept of the CIA and FBI working together on counterterrorism. So with that was the first counterterrorism center. The FAA and NORAD had developed protocols for working together in the event of a hijacking. There were never much of a high priority on coordination, analzing and communication prior to 9/11. Shortly after 9/11 the Bush administration mandated all agencies to work together on the fight against terrorism. Intelligence/interagency collaboration took a new meaning in American. Organizations like the ACLU believe Terrorism Task forces just go around collecting information about peaceful protester, nonviolent and law abiding citizen and organization, who protest environment, labor rights, social and economic issues aninformation those systems contain. Dozens of the organizations known as fusion centers were created after the Sept. 11, 2001, terrorist attacks to identify potential threats and improve the way information is shared. The centers use law enforcement analysts and sophisticated computer systems to compile, or fuse, disparate tips and clues and pass along the refined information to other agencies. They are expected to play important roles in national information-sharing networks that link local, state and federal authorities and enable them to automatically sift their storehouses of records for patterns and clues. Though officials have publicly discussed the fusion centers'' importance to national security, they have generally declined to elaborate on the centers'' activities. But a document that lists resources used by the fusion centers shows how a dozen of the organizations in the northeastern United States rely far more on access to commercial and government databases than had previously been disclosed. hose details have come to light at a time of debate about domestic intelligence efforts, including eavesdropping and data-
