Paper to explain how and why key policy decisions were made. Sections of the paper should include: • A description of the problem that was or is to be solved by government action; Aims or goals to be met by government action; • Brief description of the policy proposal and alternative proposals considered; • Brief discussion of major issues involved; • Key policymaking factors, especially major actors; • Brief description of the resulting or proposed government program; • Analysis and evaluation of the impact of the program, including possible future changes. Questions to be asked when researching the paper: • What alternatives were or should have been considered as solutions to the problem? • To what extent was ease of administration or implementation problems considered in designing the program or policy? • How effective is the program in solving the identified problem? • What are secondary consequences, intended or unintended, occurred or are likely to occur because of implementing the policy/program? • What modifications in the policy might be necessary? Paper should include a Title page. Must use a minimum of 6 acceptable references. The paper must be thoroughly documented: each fact that is not in the general knowledge must be followed with a citation of the source. Must have a Bibliography at the end of the paper. All sources of information and concepts must be cited. All quotations must be clearly identified with quote marks or block indenting with single spacing, and of course, full citation to the source.
