In June 2004 the European Union issues the (fictitious) Potato Growers Compensation Directive (1234/04) which is intended to reduce potato production within the European Union. Under the terms of the Directive potato farmers with more than 50 hectares of land given over to potato production on July 1st 2008 can apply to their national government for compensation for every hectare of land they take out of potato production. The figure for compensation is equivalent to 500 Pound sterling per hectare. Member States are given four years in order to implement the Directive. In April 2008 the (fictitious) Potato (Compensation) Act 2008 successfully completes its Parliamentary stages and is given the royal assent. The Act authorizes the setting up of the Potato Compensation Board (PCB). The members of the Board are to be appointed by the Prime minister and the Board is to receive an annual grant from central government fund in order to finance its work. Section 26 of the Act provides that farmers in the United Kingdom can apply to the PCB for compensation if they remove land from potato production. The level of compensation is equivalent to 500 Pound sterling per hectare since the Chancellor of the Exchequer stated, during the second reading of the Potato (Compensation) Bill, that '' this is the maximum amount of money that the government is willing to devote to this scheme .''
