The newspaper''s reporter stated in the articles that he strongly believed that most risks can be adequately characterized based on the dose-response relationships and the exposure assessments. He argued that the failure of several agencies/cities not to consider the characterization of risks in the proper context was based on their perception that "proper characterizations require detailed dose-response assessments and exposure assessments" which are too costly.
