Scenario 1 You are the zoning officer for a local county. A company has sought a variance to build a shopping center on land zoned for residential use citing public accommodation. A hearing on this case will be held next week. You receive a phone call from a councilman who is the brother-in-law of the owner of the company seeking the variance. He asks that you give the request every consideration because it is very important to the survival of his brother-in-laws’ business. Scenario 2 Same as Scenario1 except this time the councilman is calling about his constituent who owns the company. He attempts to convince you that this shopping center will be in the best interests of the constituent as well as the local neighborhood, and provides all his reasons for this position. Scenario 3 You are the head of the State Department of Licensing and Regulation. You receive a call from a state delegate about a pending application for an electrician’s license by the delegate’s brother. Your preliminary investigation reveals there may be an issue with the applicant’s background that would preclude him from getting the license. The delegate strongly suggests you approve the license application and implies that if you do not he will seek to curtail funding to your department in the next budget cycle.
