The landlord refers his tenants to his agent who is responsible for maintenance. Repairs are made, and the problem appears to be fixed. October weather becomes chilly but the furnace doesn’t provide heat. Several attempts at repairing the furnace are not successful. The weather becomes warmer, so the furnace is not needed, but in December, a cold spell hits and the water freezes. The tenants are without water for about a week before the pipes thaw. The tenants contact the landlord. The landlord replies he is trying to fix things but just isn’t having success.
