In spite of the events of September 11, many airports are reluctant to maintain the initial limits imposed on passengers in terms of curbside baggage check-in, e-ticketing, and allowing friends and relatives to accompany passengers to the boarding areas. Should the FAA require these increased measures, as well as the installation of more and better screening devices for all check-in baggage on all domestic as well as international flights? In November 2002, terrorists fired two SA-7s (SAMs) at an Israeli charter jet as it was traversing over Mombasa, Kenya. In May 2002, an Al Qaeda member fired a SA-7 at a U.S. military aircraft. Can commercial passenger aircraft be secured against this type of attack? What would it cost? Should such protection be mandatory for all civilian aircraft? Who would pay for it?
