The fourth written part is to be presented as the last part of the paper. The paper should be constructed as a research paper with the following constraints:
• 10-15 pages in length,
• APA format
• Minimum of 5 references from class supplementary readings--Kotter, John P. (2001, December).“What leaders really do?” Harvard Business Review.
Kotter, John P. (1995, March/April). “Leading change: Why transformation efforts fail.” Harvard Business Review, p. 59-67.
• Minimum of 3 references from other credible sources
• Citations should be included within the paper
• A separate bibliography must be included at the end
The components of the narrative are:
Section 1. SELECTION OF THE PUBLIC AGENCY. You are to describe your chosen public sector organization in terms of a short paragraph comparable to Company Characteristics in the N-T Congruence Model. If you do not work for a public agency, then you may use one that you are familiar with or can gain the basic information needed for diagnosis. You may also choose a volunteer or non-profit group; however, do not select a for-profit company for this assignment. You must do an N-T Congruence Model on your organization and place it within the paper. Note: the N-T model you construct will be used in Section 2, and enclosed as Figure 1. Section 1 of the paper describes the organization and provides a short description of the sections to follow.
Section 2. SELECTED CONGRUENCE MODEL DEFINED. Using your completed N-T Model of the selected public sector organization, work through the model presented once again to gain full understanding of the organizational diagnosis. The description in this section should provide an overview of findings in the model, focusing the relationship of strategy to outputs to the problem; and the relationship of components to the fits is important. The fits represent the diagnosis and should dictate step(s) to be taken. For the purposes of this paper, only one action step should be selected from a list of several for work on redesign in section 3. Once the action step is identified, it is important to show how the building blocks of co-creation were used to reach the selected action step. Use at least one paragraph to do the latter. The N-T Model should be inserted in this section.
Section 3. REDESIGNING BASED ON THE ACTION STEP SELECTED. The task of this section is to redesign the organization focused on change in the one action step selected. First identify the changes in management and leadership positions that may be needed. Then using Kotter''s eight steps of change in leading change, identify at least two specific activities that this organization must undertake in each of Kotter''s eight steps of change. This section is the bulk of the paper and the basis for marketing in the next section. The recommendations need to be clear, even though in reality it may not be possible to implement at this time.
MARKETING THE REDESIGNED PROBLEM SOLUTION. When the first three parts are done, then this section may be written. The task of final part is to market REDESIGNING – that is doing things differently in the public sector organization selected. This section should include "WHY" it is necessary for this public sector organization to change and to consider the redesign presented above. Identify the key aspects of the redesign presented in section 3, and spell out the value of this change to the organization. Finish the paper with a concluding paragraph.
