By race I mean African American and non-Hispanic whites. Talk about the evolution of literacy rates between those two races over time in the US. Include periods before the civil war (salvery period), and periods after the civil war and what were the roles of slavery and emancipation on schooling. By Schooling/literacy I mean talk about enrollment, attendance, graduation, test scores, etc. How did these differences evolve over time? Talk about the role of disenfranchisement. Also talk about Myrdal’s Paradox (If African-Americans were disenfranchised, what explains increases in Black/White Per Pupil Expenditures after 1915). Include the effects that racial differences in income had on schooling. Also include the effects of desegregation (Brown v. Board) on schooling.
