(2) Identify and justify criteria through which you aim to evaluate the instrument using legislation, policy documentation, or policy discussion to justify your choice. These criteria are likely to include the instruments’ objectives (identified through quotations from legislation or other instrument-related documentation) and at least one wider impact (to be identified from controversies at the time the instrument was introduced, from critique during its operation, or from other policy objectives in wider policy documentation). For each criteria, specify the information that you would ideally like to use to evaluate its achievement. (20) (3) Use evidence from a range of appropriate sources to evaluate your instrument on the criteria specified. It is suggested that this evaluation is presented in a table format, with a row for each criteria considered. Note any areas where there is not sufficient information to make an adequate evaluation (40). (4) Conclude with recommendations for how the instrument or its implementation might be improved (10). The essay will be marked according to: a) The extent to which all of the above areas 1-4 have been satisfactorily covered; b) The extent that you have identified and made appropriate use of a range of sources of evidence to support your arguments (you should note that you are expected to locate at least two sources of secondary evidence); c) The extent to which the arguments made are coherent and convincing; d) Accurate use of appropriate legal and economic terminology; e) Good spelling and grammar accompanied by accurate citation and references using the Harvard reference system.
