Assignment: Over the last twelve months the Minister for Transport has expressed concern about the increasing costs of sub-contractors employed by the transport authority to clean public transport. A further increase in the rates charged by the sub-contactors may necessitate an increase in fares – a move that will be unpopular so close to the impending general election. An independent report commissioned by the Minister revealed that a large proportion of the litter was spilt or discarded food, food wrappers and associated waste. In an attempt to reduce the demand for cleaning and reduce costs, the Minister is proposing legislation creating an offence to consume any food on any public transport. You, as Parliamentary Counsel to the Treasury, are asked to draft a bill that makes the consumption of food on public transport a criminal offence under the law of England and Wales.
