The final written assignment is designed to give you an experience in thinking through how to bring about policy change. 1. Select a policy—most of you have already set the stage in your mid-term(Medicare and mental health services for older americans) in which you analyzed a policy and identified problems, unmet needs, or unforeseen consequences. Briefly re-state the deficiencies of the existing policy, or the need for the development of a new policy in your area of concern. 2. Using readings and frameworks from class, and your midterm bibliographies, write a proposal concept for the policy change or innovation. Write several pages in a manner that might be submitted to a City, State or Federal Agency, a legislative hearing, etc. Obviously, this is a concept paper, not a full proposal which might be very extensive. 3. As appropriate, account in your proposal for the bases of social allocation, social provision, delivery system and financial considerations. The final section should be a letter of advocacy to a government or legislative body, or to the New York Times, in support of your proposal. 4.All of the above should be written in about 8 pages—1-2 pages of introduction/statement of need; about 4 pages of proposal concept; and 1-2 pages of the advocacy letter.
